I'm quite certain that isn't a Visual C++ DLL, which is what would be
discussed in this group.
Probably you have been infected by a virus, possibly a legitimate DLL file
has been corrupted on disk due to something like power loss during a disk
write. Searching the registry for that filename may provide some clues as
to why the installer service is looking for it.
