What Tools Are Needed to Develop for the Pocket PC 2002 Platform?

I recently got a copy of MS C#.NET Standard and installed it on my Win XP
Home computer (I'm aware that XP Home instead of XP Pro limits what I can
do). I would, eventually, like to be able to write software for the Pocket
PC 2002 platform. This can be done with C# but it isn't currently an option
I have when starting a new project. The Microsoft web site is, to me at
least, surprisingly vague on what additional downloads are needed. The
Pocket PC 2002 Software Development Kit looks to be what I need but it seems
to be geared up to work with C++ and VB, not C#. Embedded Visual Tools 3.0
also seems promising, but at 300 mb to download and no high-speed Internet
connection, I'd like to be sure of what I need before downloading it. So,
my question is...

What additional package(s) do I need to install to develop Pocket PC 2002
applications?

Please check out
http://msdn.microsoft.com/vstudio/device/mobilecontrols/default.asp for the
.NET mobile tools. It is my understanding that they will be included in
Visual Studio .NET 2003.
