Creating a Toolbar

I have recently installed a very neat app which puts an icon on my TaskBar
showing the state of charge of the battery on my laptop. Windows
recognised it as a Toolbar, i.e. when I right click on the Taskbar and
select Toolbars it is available as a Toolbar. It requires Net 2 installed
to work.

I would like to write an app that behaves in a similar way but Googling
for 'toolbar' produces results relating to the Toolbar control rather than
what I am really looking for.

Can anybody give me a steer as to what I should be searching for to write
something similar please.

and you can see it puts a neat graphic on the taskbar.

I believe that is a 'Desk Band'.

I'm not sure if a Desk Band constitutes a shell extension, but if it
does, you should avoid writing it in .Net:
