Where can I get that utility back!!!?
WinDiff was once a Visual C++ sample, if this is still in the samples you
could always compile a copy for yourself. Be aware that the sample and the
released version were not exactly the same, presumably as the release
version progressed the sample source was not updated.
I've been trying to locate some information that I saw somewhere relating to
this. I vaguely remember it stating something along the lines that WinDiff
had not passed some kind of internal MS certification needed to make it a
part of a deployable product (possibly to do with Unicode and
internationalisation) and had dropped out of the final release. I don't
believe it was in a newsgroup since a quick deja search has produced no
results. It may have been in one of the www.codeproject.com forums but I
can't be sure.
Perhaps someone from MS can confirm this.
Regards,
Jason.

Full SDK download [huge]:
http://www.microsoft.com/msdownload/platformsdk/sdkupdate/psdk-full.htm
partial:
http://www.microsoft.com/msdownload/platformsdk/sdkupdate/update.htm
or on MSDN CD.
Or older versions in: Support Tools for Win2000 + XP:

WinDiff is indeed there! It is not installed by default. Look under:
- Visual Studio .NET Enterprise Architect
- Language Tools
- Visual C++ .NET
- Visual C++ Tools
- Win32 Platform SDK tools
I would expect it in the same place on Developer and Professional.
Hope this helps
