The IDE settings are not stored in a file, but in system registry:
HKEY_CURRENT_USER\Software\Microsoft\VisualStudio\7.0
You can export the corresponding subkeys from the original machine and import them to your current machine.
Note: Backing up the registry before importing is strongly recommended.
