I get a BLANK Properties window when I double-click on a project reference

I am trying to change some references to CopyLocal = True.
When I go to the properties window, there is nothing there.
Occasionally, I can trick it into showing once, but after I set ONE to CopyLocal, then the next properties window comes up blank again.
