I read some artical in MSDN. It said to set the localization to the web
form. But I can't find this properties. Is there any updated artical to talk
about the localization of Web Form?

Ummm, this is group m.p.d.f.windowsforms. Window Forms
have a Localizable attribute, Web Forms do not. But the latter
still can use the resource classes. There is an article about that
in the Quickstart Tutorial.
