what's the difference between regtlib.exe and regtlibv12.exe

i find that when i register the tlb using regtlibv12, i couldn't
import the typelib file by using
import "guid of the typelib"
import the typelib file by using
import "guid of the typelib"
the only difference i could find is that the registry key , when using
regtlibv12 to register the tlb, it us the filename instead of the
filepath, how to achieve the same effect using regtlibv12?
