Same here. but i also got a COM+ Event System that is marked for deletion if
i let it start automatically. When the startup type is set to manual, its
starts normally, however COM ~System aplication will not start. If COM+ Event
System is started automatically and marked for deletion COM+ System
Application service will not start either.
There is a description on how to reinstall COM+ on XP machines this works,
not on my ser vers.

I've been having the same issue with my computers at work. The only way
around this, that I've found, is to do a full destructive restore and
reinstall the operating system. I was able to find a workaround for the issue
I was having which was Communicator would not launch no matter how we tried
to start it.

My workaround was to go to services and set the COM services to 'automatic'
and under the 'Logon' tab, set them to logon locally. I also had to do the
same for RCP and RCP Locator. Then I set them all to automatic and rebooted
the computer.

I hope this helps.
