Is it possible to programmatically set the "cookieless"
attribute of the sessionState?

In fact I prefer to set cookieless=false but I'd like to
use a cookieless session to deal with clients wich have
cookies disabled.

This is an application wide setting. Changing Web.config changes settings
for all your clients, you cannot pick and chose.
