newb question: operate on USB disk

I have no coding experience so please excuse the uneducated nature of
this question...

Having been inspired by winform utilities like Rawrite for Windows, I
am wondering if all the necessary 'stuff' is available in C# via
Visual Studio version ?<don't know which version>? to make a project
that successfully writes an IMG file to the MBR boot sector of a USB
memory stick?

The end goal is to make USB sticks bootable (obviously BIOS boot
support is assumed) where add/delete of files is capable so the USB
stick is re-usable for creating slipstreamed OS installs. The current
method requires burning cd's for each little tweak and is quite
wasteful.
