Outlook "Download Complete Item" option per folder not working

Got new computer with Win 7, can't set the Outlook 07 (from Office Pro) to
download complete messages from my IMAP account (gmail), downloads only
headers.
When I go to Send/Receive > Send/Receive Settings > Define Send/Receive
Groups and click "Edit" and "Use the Custom Behavior Defined Bellow" (did not
want to download Trash and Spam folders), the buttons for "Download Headers"
or "Download Complete Items" are greyed out.
Pretty sure I was able to set this up in Outlook on old machine (Win XP).

In the tree on the left, open English, then open Office and Desktop
Applications. In the Office and Desktop Applications
subcategory, find and open the Outlook subcategory. Find a group there
for your question.
