incomplete updating

ddraw.dll and encapi.dll on my direct x 9.0 (c) are old versions which I
want to update.
So, I have run the directx update several times, but cannot get the
newest versions.
I understand that there is no access to directx files except through
the update process. Those files are readily available on the internet, but
why, if you can't do anything with them?
Does anyone know of another method to put the latest files into place?

If you are using XP, DirectX 9 is the best you can get.
DirectX 10 and higher is officially for Vista and beyond.

A quick search on google indicates that there are DX10 versions
that could work with XP though. Probably not so official.
