Direct3d, Direct Draw, AGP Texture Acceleration NOT AVAILABLE!!!!!

This very annoying problem was not fixed for ages and is still not. I have
performed many steps, don't have much I can do left. That is why I want
anyone who can help PLEASE RESPOND!

In dxdiag, Direct 3D, Direct Draw and AGP Texture Acceleration are not
available and cannot be enabled. The approx total memory reads: N/A. Under
the notes it reads: Direct3D functionality not available. You should verify
that the driver is a final version from the hardware manufacturer. I googled
the error and read Microsoft support pages and forums. I tried following the
instructions but they did not help. I followed are the steps here:
http://support.microsoft.com/kb/191660. NONE OF THEM HELPED!

I have done many things including: reinstalling DirectX, reinstall video
drivers, EVEN changed video cards, restored and EVEN reinstalled WINDOWS! To
prove it is not the video cards problem, I used the same video card on
another computer and it is fine! I used the same Windows installation CD on
another computer and it is fine! I am using Windows Xp Professional with
Radeon 9000.

But after JUST reinstalling Windows the directX acceleration was fine but
then afterwards it was not available once again. I am assuming it could be
the hardware of that particular computer or the software. But each of my
computers use almost the exact same software. All my other computers are
fine! What is wrong with this particular computer?

Please reply soon and DONT SAY GET A NEW COMPUTER!

Now how do you mean you "reinstalled" your computer? Wiped your hard-drive
and put back windows on it? BTW Which version of windows have you? I was
researching the matter and came up some interesting results.
