Microsoft documentation states that as a new chipset evolves or strings for
device ID changes the chipset vendor must modify machine.inf and submit the
update to Microsoft fro inclusion in official machine.inf release.

How does this affect development process for a new chipset vendor? Can we
expect Windows XP/Vista to work (at least boot with basic functionality)
without any modification to machine.inf because Windows is plug and play and
therefore should have no problem enumerating our chipset's PCI and ACPI
compliant devices?

Clarification -- when I say new chipset vendor, I mean a new vendor who just
got a fresh VID and PIDs that did not exist before.

Generally, yes, because the motherboard devices all use standard PCI class
definitions, and the Windows INF files will match the classes if there is
no specific match on device and vendor IDs.
