This is to report a new work-around to an old problem that people have
discussed here way back in 2005.

The problem: MRU paths recorded by Microsoft picture manager delay
starting the problem when the paths no longer exist either because
they have been removed or because the network server on which they are
located are inaccessible.

Microsoft "solution": available as a KB article at http://support.microsoft.com/kb/555592
suggests editing the OIScatalog.cag file to remove MRU paths that are
no longer available.

My work-around: 1. Locate and delete the OIScatalog.cag file mentioned
in above kb article.
2. Start Microsoft Picture Manager
3. Close Microsoft Picture Manager. This creates a plain
OIScatalog.cag file with just one entry for the local My Pictures
folder as a collection.
4. Right-click-> Properties for the newly created OIScatalog.cag file;
mark it as Read-only; Click Ok.

This disables recording of new MRU paths or any other changes to the
file.
