I have provided our SQL team with the SQLCreate.sql script. I am able to
connect just fine, but the Database drop down is empty and when I manualy
enter the DB I am warned with "This database is not compatible with this
application". I know it see the database b/c if I enter a non-existing
database, the 'Create' button is enabled. I have not have any issues with
doing this on a separate SQLExpress that I manage. I have confirmed that
rights have been granted because I can connect via SQL Server manager on the
same ACT server i'm having issues on. Is there rights or settings that might
have been configured on the production SQL box that would prevent this? Why
would the database not be valid?

My fix, the service account id must be the “real” database owner rather than
a member of the db_owner role of the act database.
