Floppy Disk Change

We did not find any expert who has an answer to this problem.

PROBLEM:

A PC with Win9x does not detect that the floppy has been changed: e.g.
- you copy files from the PC harddisk to floppy disk using explorer
- 1st floppy is full
- eject the floppy #1
- insert a new floppy #2
- windows raises an error: disk is full
- start explorer and the floppy #2 shows exact the same contents that
the floppy #1

first idea : disk change line is defective

test: start this PC in DOS mode

result: no problems - even after copying 20 floppies

Question:

which part of the software may prevent windows cache from being cleared
after disk change signal ???
