Error 2753 when installing the client. DPM 207 Sp1

I am getting the following error in the event log, and the client agent for
DOM fails.

The error is:

Product: Microsoft System Center DPM Protection Agent -- The installer has
encountered an unexpected error installing this package. This may indicate a
problem with this package. The error code is 2753. The arguments are:

the log file only shows:

Any solution to this anyone, I saw the article on ISCSI causing this, but
this is Windows Server 2003 Enterprise, and it does not have any of the
registry keys the technet article states to delete to resolve the issue, so
no solution there.
