Error "Window Handle (BAD VALUE)" received on 64-bit OS

Full text of the message box:

Microsoft Data Link Error
Test connection failed because not all properties can be set.
Window Handle (BAD VALUE)
Continue with Test Connections?
Yes No

This error is received after creating a UDL file on a Windows 2003 SP1
64-bit server. The MDAC level is 2.82.1830.0

If you press the "Yes" button, the test connection actually succeeds, but,
the error is annoying and will frighten our customers.

Has anyone else seen this?

I have tested this as well, but might depend on your oledb driver, not on
oledb itself.
Is this on Oracle or on what SQL system?
