CryptImportKey() fails with NTE_FAIL

I have a chunk of code that imports a key. It's been working for a few
years, and all of a sudden it stopped, and started reporting error
code 0x80090020 (NTE_FAIL). The code has not changed. Have there been
any patches to Windows that could have caused this? The code has been
running on Win2kSP4, WinXPSP1,SP2, and Win2k3 for quite a while.

seems like it might even come close to doing anything is the
