currently they have bought 50 licenses, but would like to reduce the number
to 20 in order to save money during these hard economic times.

is this possible with the current license model as crm 4.0 licenses are not
enforced to be bound to specific users anymore afaik? by asking this question
it is to mention that probably not more than 5 - 20 users will work
concurrently.

a)
by assuming that only 5 users would work concurrently, would it be
appropriate to use the 'workgroup server license'; saying that no write- or
any other restrictions are given that way?
b)
if the 'workgroup server license' is chosen, how could it be implemented
that a user is kicked out of the crm after a specific amount of time being
idle?

Unfortunately, Microsoft Dynamics CRM licenses are available only on a named
user basis, not a concurrent user basis. Therefore, if you have 5 licenses
and more than 5 people access CRM then you are in breach of the license
agreement.
Furthermore, if you have already bought 50 licenses, these are not normally
transferable to another company, so you can't easily reduce your licenses
from 50 to 20.
A Microsoft licensing partner (e.g. whoever you bought the licenses from)
should be able to provide exact answers.
