CRM 2011 Online bulk record creation

I am developing a customization that will allow a client to bill multiple contacts for bi-annual dues. The number of contacts to bill could be anywhere from a few hundred to over 50,000. This has to work with CRM Online so that throws out any SQL. Any suggestions on the best way to handle a bulk creation like this?
