Can't debug CS2002 Starter Site

I can't get the VS2003 debugger to work when running the CS2002 Starter Site.
I can get the application to run except for Basket and login. I get the
following error:

Error while trying to run project: Unable to start debugging on the web
server.
***

I can debug other C# web applications runnning on the same IIS server.

Haven't that error but I'll take a stab at some things to check:

1) web.config is present on site? With debug ON?
2) IE WebControls are installed?
