Campaigns Not Applying

I have defined a very simple campaign which essentially allows free
shipping on any items within a category with a specific coupon code.
We are using a customized version of the starter site, I have turned
on pipeline logging and set _trace_discounts prior to running the
pipeline, the log file is empty I turned on the basket pipeline
logging to ensure that logging is workign correctly and everything
gets outputted correctly.

Can anyone give me any insight into why the discounts are not applying
to the given item. My test case is simple choose a product int he
category add the coupon code and for the life of me all we get is
"Your basket does not meet the requirements of this coupon."

Anyone please..
