Lists (Direct Mailer) and the coupon code export to
1. Intimate the user on their being issued the coupon
2. Create some kind of a storage associated with the
user where this information can be stored on the system
for subsequent use by the system ? (build a subsystem
like basket for storing coupons)

To do the first thing, Direct mail job can take a list which can be
imported from a file (that file can be generated by exporting coupon). So
it is very feasible. However, you probably want to include the coupon
number in the email. You have to either utilize list's rcp_url field or
store the coupon information into a certain user profile property.
The second thing sounds to me is more belonging to your own work. From the
runtime, you can try to retrieve the user's coupon related information by
looking up the promocode table's target_user field. Which usually is the
email address for the user.
