conflict in IP address

Hello, I keep getting a network error message "windows has detected an ip
address conflict, " I only have 1 computer, Access to the internet is via a
wireless n- broadband router linksys. it is unsecured and connects to SECV
for my phone and internet connection. I have tried turning my computer off,
turned my router off and modem and still am getting the same message. I
have one neighbor pretty far away about 400 ' that also has a linksys
router, i used to connect ot it but the signal strength is poor, so now i
have my own router. Any suggestions
