Problem with SDO export and import

I have two CMS servers. One is inside company network, second is
public internet portal. We synchronize those servers by incremental
SDO import and export each 10 minutes. It has worked for many years
quite well. It found changes inside the internal server, create SDO
file which we imported into public server. But it doesn't work now.
The problem is the private server doesn't correctly recognise changes
and create very large sdo file. When we import this file to public
server it fall down with timeout error message.
