get finer resolution of internet picture

i have transfered a web picture to the desk top from the internet it is an
illuminated building very nice the source was much smaller in size and i
have it on the desk top as large. this is fine, how coud i adjust the
sharpness and clarity that is in the source?

Web pictures are usually posted with low resolution, generally they don't need
hi-res for viewing. You could try using a photo editing program, I wouldn't hold
out too much hope.
www.getpaint.net is free, www.irfanview.com is free too. Irfanview has free
plug-ins you might need.

If you do an image search for the picture, you might find it in higher
resolution.

I have downloaded Irfanview---there are instructions that I am trying to get
familiar with (you might have noted that I am not an MPV). one thing more--
the original picture is aboiut 3.5" x 3.5". this on the desktop comes out
pristine----it is when i increase the size to about 13 x 13, that the
fuzziness comes in. possibly can there be a different solution for this?

once irfanview is downloaded then what happens i click on the target on the
desktop then how does irfan come in and try to give more resolution

Open your image in Irfanview, experiment with the different Menu settings.
