The Utility Word Art that comes with Publisher is very handy in my work,
Unfortunately, my cd that had Publisher on it has become too scratched to
install on my wife's laptop. I don't need all of Publisher, just Word Art.
Is this utility available as a stand alone ? and where can I get it ?

WordArt has never been a standalone product. You might try this, but I can't
guarantee it will work for you
