For reference, here's a list of things which are known to cause this
behavior, even if you don't use OE:
• Various & sundry anti-virus applications (including Norton);
• Various & sundry anti-spyware applications;
• Various & sundry third-party firewalls;
• Any/all of the above running when WinXP SP3 was installed;
• IBM Rapid Access keyboard (driver) RAKDLL.DLL;
• Nero plug-in(s);
• Windows Desktop Search is installed;
• Windows Live Mail is or had been installed;
• Disk defragmentation, need for;
• Using Visual Basic DoCmd.SendObject command to create an email;
• Using any number third-party applications (e.g., accounting software) to
send emails by via Outlook Express;
• MailWasher; and/or
• Programatically opening EML files while OE is closed (e.g., creating a
New Message via Address Book).

• IBM Rapid Access keyboard (driver) RAKDLL.DLL;
• Windows Live Mail is or had been installed;
• Various & sundry anti-virus applications (including Norton);
• Various & sundry anti-spyware applications;
• Various & sundry third-party firewalls;
• Any/all of the above running when WinXP SP3 was installed;
• Disk defragmentation, need for;
• Using Visual Basic DoCmd.SendObject command to create an email;
• Using any number third-party applications (e.g., accounting software) to
send emails by via Outlook Express;

Is Windows (Desktop) Search installed?
=> If Nero Scout and/or Windows (Desktop) Search is indexing OE files (i.e.,
EML, NWS, DBX), there's a very good chance that this is causing the
"compact" nags.
Are you using an IBM Rapid Access keyboard? These keyboards have a row of
"hotkeys" at the top for easy access to, e.g., Favorites and mail (e.g.,
OE). Many Lenovo/IBM notebooks have them.

Methinks you'd best look deeper into Nero Scout or other Nero plug-ins as
the cause of this behavior, Fred.
Finally stumbled across a mention of Windows Search which is just one more
totally useless program MSFT has forced on users.
Went to Add/Remove programs and removed Windows Search 4.0. Problem solved.
Two added bonuses....
1) System reboot time has reduced by at least half,
2) No longer have to click the extra button to "Use Search Companion" when
trying to locate files on my pc.
Indexing is highly overrated!

Stumbled upon this thread when googling around about Outlook Express nagging
about compacting its database files.
The funny thing is, that I've never used Outlook Express because I use
Outlook 2007. When the "question" about compacting the files started to
appear I clicked "Cancel" but the message just keeps on coming again and
again, even if I've never used Outlook Express.
