BizTalk fails to disable the receive location automatically in case there is an outage at oracle

Hi
I am working with BizTalk 2016 and Just observed that in particular case where Oracle server not reachable, BizTalk receive location not disabled. Also it just throws only few warnings as captured in event logs.
In case of password incorrect or any wrong connection string it automatically disables.
In my case the running application oracle server are not in network, BizTalk throws some warning and there after no warning and also receive location is not disabled. Due to this issue no request got processed through BizTalk for 2 days.
In this case BizTalk 360 also not throwing exception.
