Import Application Error

I've been working at this problem for several hours and can't figure out what
I'm doing wrong. Developed an application in the dev environment (which
works fine there) and want to import it then install it to the QA
environment. I created an application in the admin console in QA to import
it to.

In Dev exported the binding, added it as a resource and then exported an msi
file.

After importing this msi to that new application, I select to install it.
During the installation I get the following error, which is very puzzling to
me.

An error occurred while attempting to install the BizTalk application:
Change requests failed for some resources. BizTalkAssemblyResourceManager
failed to complete end type change request. Unable to add\update the assembly
with LUID="[name of my assembly]". Failed to create file "[path on the dev
server]".
The device is not ready.

Reading more finally did yield the answer. In the admin console of the dev
server, I right-clicked on the resources of the errant application, and
selected "Add BizTalk Assemblies". Then in the dialog added each of the
named assemblies (even though these were already listed in resources)
required by the application and selected "overwrite all". Then refreshed the
application and exported the msi again.

Then went to the QA (staging) server and imported this msi again. This time
the entire application imported and installed without a problem.
