OEM software country specific?

My question regarding Windows, is... does OEM software vary from
country-to-country? Is OEM software purchased in the US the exact same as
its' equviliant purchased in United Kingdom, Australia, etc.?
Specifically, my question regards to DELL Windows XP Professional x64 US and
UK versions. Are these the same? If not what are the differences (Default
langauge settings, default keyboard layout). In my experience non-US,
English speaking countries need to change language, locale settings from US
to desired settings every installation, disregarding of where the software
was purchased. Is anyone able to extend this confirmation beyond my limited,
travelled knowledge?
