15 second pause after VB6 app exits

When I exit a VB6 app it stays active for 15 seconds in task manager. I can't
restart the application. Also in the IDE it takes 15 seconds to give control
back to the IDE after I hit the stop button.

I think there might be a larger group of qualified people in one of the
microsoft.public.vb groups (vb for "Visual Basic" - Microsoft uses lower
case for the acronym) like "...general.discussion".
