The config.sys contains only "usbaspi.sys" which recognizes a USB
external HDD, but not a USB Flash Drive??
If you download this [.zip] file by clicking on the link below, it contains both
files plus [usbcd.sys] which is the USB CD-ROM driver (which you don't actually need
if it's a flash-drive you are trying to access via DOS) AND the ASPI mass storage
driver [di1000dd.sys].

There IS a text [help] file contained within the [.zip] file that explains how, and
in what order, to load the files in config.sys, but to make it even clearer, here are
the [only] lines you need in config.sys to get your flash-drive recognised by DOS :
device=himem.sys
device=usbaspi.sys
device=di1000dd.sys
dos=high,umb
lastdrive=z
