Is there any way to get a DOS program that wants to run in full screen mode
to run in a window in Vista?

Yep.
Reboot with a dos7 win98 floppy, make sure you have
at least one disk partition in fat32 to put your program/
data on.
If no floppy: make an USB stick bootable and put dos7 startup
on it, then reboot.

have you tried dosbox

worked pretty good in vista for me, back when I was using vista. also
works in other versions of windows, Linux, and mac os(i think?) very
handy.

Another tip.

Change your screen configuration, change graphics adaptor to standar VGA
before execute your program. Sometimes with some programs this work
