Server 2003 with Exchange migration to SBS 2008

I tried to migrate two Windows Server 2003 servers (one with Exchange 2003)
to SBS 2008. Although I followed the migration paper from Microsoft, I did
not put Exchange into Native mode before the migration. Pretty much
everything worked, except Exchange didn't install. I see this in the SBS
2008 installation issues window:

Exchange server cannnot be installed.

The users mailboxes moved, but there is no link between the old exchange
server and the new. When I open the Echange Management Cosole on SBS 2008,
the Finalize Deployment tab is empty.

On the Internet I found I must restore the Exchange 2003 server from backup
and run the migration from scratch. I find this hard to believe. Is there
anyway I can migrate or configure Exchange 2007?
