DNS on SBS 2008

I recently migrated from sbs 2003 to sbs 2008. Everything seemed to work 4.0
with the migration. I have now attempted to join 2 Windows 7 workstations to
the domain. I get an error stating that no more connections to the server
can be established.

I check netstat on the server and find that there are at least thousands of
entries of the form: UDP 0.0.0.0:51568 *:* 2052
or: UDP [::]:53083 *:* 2052
where 2052 is the DNS process.

Everything was working fine with DNS prior to the migration on SBS 2003. I
have it set for basic services plus DNS forwarders. The only change I made
after the migration was to change the static IP address of the server from
0.8 to 0.1 to have the same address as the old server.

I have removed and re-added a Windows XP workstation without having this
issue.

Any ideas?
