Since this is coming from within your company, this is a personnel issue and
should be handled as such. Technology shouldn't be used to solve this kind
of behavior problem. The users will just find something else to send to
each other (like chain letters). I presume you have an "acceptable use"
policy in place for using company resources and that all employees have
formally acknowledged this?
