ftp command line will not connect browsers will connect but read only

I am trying to do an offsite backup via ftp. This requires running a
script from the command line. However with sbs 4.5 there seems to be
a block on connecting via ftp from the command line.

If I connect via a browser it takes a long time and says that the
connection is readonly. This is via the proxy which is forcing the
read only. (get a message from browser about proxy enforcing read
only)

The server has internal and external network cards, and I can ping,
telnet in on port 80,25 to the ftp server. However I can not telnet
on 21 the ftp service.

It looks like sbs uses routing and remote access to block ftp as well
as the proxy. Does anyone know how to set up routing and remote
access it was part of option pack 4 and we skiped this to the w2k bug
fix or if this is the problem and the ftp client has not just been
crippled on sbs.

There is something about the ftp server not being installed but the
command line client?

SBS a whole new learning experiance.

Not really clear what you are trying to do. Are you running an FTP service
on the SBS machine? If so, you would need to configure it in the MMC -- see
a post I made a few days back "Re: Trying to Set up FTP Site/Access on
Server". Be aware that FTP is quite insecure.
If you are trying to FTP from an SBS client, you need the proxy client
installed and the FTP program setup to use the proxy server at 10.0.0.2 -
not all FTP programs will do that.
