Back office out of licenses

We have Windows Server 2003 Enterprise edition running on our server.
We moved from SBS Prem 2003. I keep getting an error in the event
viewer saying backoffice is out of licenses. What is back office used
for? i have checked the Licensing application and have found the
following:
Per Device or Per User Purchased 0
Per device or Per User Allocated 1
Per Server Purchased 0
Per Server Reached 1

Not sure what exactly back office is used for. Could some one explain?

Last week the event viewer error was exchange server was out of
licenses. the Licensing application shows
Per Device or Per User Purchased 135
Per device or Per User Allocated 70
Per Server Purchased 0
Per Server Reached -17

the windows server has the following number of licenses:

Per Device or Per User Purchased 0
Per device or Per User Allocated 0
Per Server Purchased 75
Per Server Reached 17

does any one have any ideas?
