how to load client IE instead of server IE?

Dear all,
when I use URL as EDT, click on it AX (I am using AX 4.0) will open IE but
in server. is it possible to let user open IE on client side so we can
control users using fire wall? thanks in advance.

Perhaps in stead of having the URL on the EDT, create a class which opens the
URL and make the class run client side?
