I have the following response from a colleague for you:
"It is possible to have AX with several companies in the same machine (same
AOS and same database) BUT with several restrictions:
- Per AX configurations keys, specific country configuration keys enables
localization per complete application, not per company (it is supposed that
there is some setup per feature, but sometimes it could occur that some
features could collide. A deep study of the features to be activated per
setup and per company to see if they receive the expected results.
- Concerning the reconciliation of results per company-country, I never
experienced this kind of environment, Miguel neither. A deep study of this
should be done depending on the requirements the customer have. AX contains
the Consolidation feature that should work in this case.
- Take into account that:
o Several applications implies several AOS and several databases. This
option avoids you the problem about country configuration keys and feature
collision, but consolidation could be more difficult as you will have several
different databases."

Let me explain this a bit more.
We are already Microsoft Certified Gold Partners, and we are completing the
requirements to obtain the Business Solutions competency in AX. This means
that we will get licenses to use the software for internal purposes.
We’d like to use the software internally to make sure that we gain and keep
our expertise in this product to better serve our customers in the future.
Still, we are a very small company.
However, our organization is divided in several small subsidiaries in
different countries, and so we would need each one of these subsidiaries to
use the general ledger and accounting practices appropriate to that country.
Still, we need to consolidate data between them as required, although this
seems not to be a problem.
I am not sure what specific license keys we will receive from the Microsoft
Certified Partner Program and the functionality that this would give us,
but I would like to know if we will be able to use it for this multi-country
scenario we need to work with.
Keep in mind that our company is only 100 people big, including all
subsidiaries, so we are not a huge company. However, the advice I got from
MS Dynamics people is that AX works better in scenarios where multiple
countries are involved, this is why we started this path.

I believe AX will provide you with what you are looking for. You can have a
single installation of AX and support multiple companies each with different
local functionality.
The rule of thumb is that you would create a new AX company for each of your
legal entities (i.e. country offices). Then you would go to parameters and
country configuration and turn on the local functionality for the countries
in which you have legal entities (country offices). This will give you the
options you need for country-specific tax reports, payment functionality,
etc.

There should not be any restrictions to local functionality due to licenses.
Your license should be sufficient to turn on the functionality you need.
