What was the text of error message?
Quantity ordered may not be reduced because there are not enough inventory
transactions with 'on order' status.

Your InventTrans line is missing due to customization/standard bug. I did
faced similar issue in another module I would like to see any best practice
to handle this.

No, still not working. What should I do if there is a "On Order" record exist
in InventTrans table? The order was actually fully invoiced. All I want to do
is to remove the qty from On Order and Deliver Remainder and change the Order
Status to "Invoiced". But, I do not know how and the Deliver reminder function
does not work.

There was an activated pick list against the item so I had to cancel in picking list registration before canceling the deliver remainder.
