Arabic Support in On-Screen Keyboard

Hi,

I installed Arabic support on Vista Ultimate SP1, but when switching to
Arabic using the on-screen keyboard, Arabic characters appear on the
keyboard, but as soon as I switch to the window I want to type into, the
keyboard immediately switches back to English? How can I make the keyboard
stick to Arabic until I explicitly switch it back to English?
