Using COM+ Application Cluster without Load Balancing

I am rewriting an IVR application due to current architecture
limitations. The goal is to create a COM+ Application Cluster with
several servers serving up a common Component. Each of these servers
has a telephony board which processes incoming calls. Because of this
I need to be able to request a specific server in the cluster rather
than let CLB choose the server based on its own algorithm (I need to
transfer calls from the PBX to specific extensions.)

If I understand it correctly, I I create an app cluster and don't make
the components on each sever available for CLB the request would
always be processed on the local server which defeats the purpose of
having a cluster... I think I'm missing something. Any help would be
appreciated. Thanks.
