Just click the drop down box for the number of players in the settings menu.
You can have from 2 to 8 players if I remember correctly.

not possible to change except in multiplayer...I played multiplayer games with myself...No load/save, runs slower but apart from
that it is great and you can change the pop limit...Most of the time though I use single player games...
