Can't install AOE IIII Warchiefs. Strange Error Message!!!!!!!!!!!

when i try to install AOE III Warchiefs i get an error message saying...

Age Of Empires III was not installed for Allusers or the current user.
Please log in with correct account. This setup will exit.

but what is strange that i only have one user account on my computer and
that is the administrator but could this mean another kind of account?
could the disc be faulty or something?
please reply soon

setup will exit." error, when installing WarChief's. What can I do?
1. Right-Click the Start button and select "Explore"
2. Navigate to the "All Users" directory, then "Start Menu", then "Programs"
3. Create a directory called "Microsoft Games"
4. In that directory, create another directory called "Age of Empires III"
5. Re-Run the War Chiefs install program.

it turns out my AOEIII installation didn't put a dircetory in that area and
i installed a day before getting warchiefs but it's installing correctly
