Can't download activeX from local server

Hello all,
I'm not sure this is the proper group to post in, but I couldn't find
any that looked better, so here goes.
I have a Java web-based application deployed on a Tomcat 5.0
webserver. This application accesses an
activeX control(ObjectTwain.ocx) for which I can find no
documentation. On one client machine (on the same local area network)
I can access and use this activeX component just fine; however, on a
brand new machine we just installed we cannot access the control. I
have checked all IE security settings, and even went as far as
'Enable'-ing all options. I have added the server as a trusted site,
and set all Security settings to Enable in the trusted sites list. I
can, from this same computer, access a page on the internet (i.e.
www.somepage.com) and use/download activeX controls from there. It
just won't work from the local server.

Any help is greatly appreciated.

Well, since I got no response, I thought I would post my fix on here
for anyone who might look at this later hoping to find an answer:

I reformatted/reinstalled windows. - NO help, still broken;
I ran windows update about 17 gillion times - NO help, still broken;
I updated IE6 to IE7 - NO help - still broken;
I checked all IE security settings - NO help, ALL enabled, still
broken;

Then it clicked,
I MANUALLY registered the OCX and DLL on the local (client) machine,
and what do you know, it worked!
I still don't know why it refused to download/install/register the
activeX automatically, but now I don't care(unless someone wants to
explain what I may have done wrong).
